Any Help with this would be extremely appreciated! I have an 87
prelude Si. The problem is that the horn won't shut off. So far the
only thing i have done is to try disconnecting the wires leading away
from the steering wheel, and then the wires leading form the
column....to no avail. It continues to blare on and on. Fortunately i
was able to disconnect it right at the horn for the time being, but it
has been a bit frustrating/dangerous driving without a properly
working horn. Is this a common or less than rare problem? Or do i have
    a pretty unique situation?

I'm thinking it's the horn relay but it's possible that it could be the
steering wheel switch or even a short with a closed circuit somewhere.

If I remember correctly, there is a fuse for the horn to
turn on, and a fuse for it to be off. This happened to a
buddy of mine on his 87 Accord. So look for a blown fuse.

The fuse can't be blown or else the horn won't work at all. I think you're
referring to the horn relay which is in the engine compartment fuse box.
