My 1990 Civic Wagon won't start. I checked and it is getting a spark and
there is fuel to the throttle body. However, fuel does not appear to be
    getting into the motor.

Could it be the fuel injector?

Would it be the main relay since I am getting fuel into the throttle body?

    Would it be the ECM?

I know that the timing belt is still in tact because the engine is getting a
    spark.

Other than that, I'm stumped and would appreciate any help I can get.

I am not familiar with the '90 Civic, what type of fuel injection do you
have? Unless it is single point, why is there fuel going to the throttle
body? The '87 Civic had sequential multiport FI (or a carb, depending on
model) so I doubt the '90 had single-point FI. Thus it does not seem
normal to have fuel going to the throttle body. But I could be wrong.

I do have a single point FI. Any ideas...?

    Please give a few details.

    Starts then stalls?
    Cranks well, but won't "catch"?
    Cranks slowly?
    Clicking noises only?
Catches, fires, then stalls when you release the key?
    Other aberrant behavior?

Absent some details a diagnosis is impossible.

My 91 has Dual Point Injection.

Open the throttle cover and see if the injectors spray fuel during starting.

  7. I've never heard of Hondas single-port automobile. But I've heard
dual-port or multi-port injection. Fuel isn't going into the engine
because one of the inner butterfly valve is blocking one of the
two injectors. I assume this injector is responsible for cold starts,,
located on the throttle body. Try holding the butterfly valve
open when cranking so the gas can get in there.

Also, you said you have fuel injected and sparks,, this means
the ECM or main relays is working.
