1999 Honda Accord won't start, periodically

Periodically, our 1999 Honda Accord won't start. The car is regularly
driven and when it starts, it runs great. We never know when we go out to
start it if it will start. The engine turns over just fine, it just wont
start. Sometimes it won't start in the morning before work and then a few
hours later, it will start just fine.
It has done this only seven times in the last 5 months.
We called our local Honda dealer and the mechanic said, "there was nothing
he could do for us, if we had it towed to the dealership, it would probably
    start just fine."
The dealer said to see if we have spark at the plug when the problem
happens. He also said to try 1/3 throttle and then full throttle to see if
    it starts.
Is there anything we can do or has anyone else had this problem?

Your main relay is probably to blame. Sorry my windows is broken so I
can't paste a link. Just do a google search for 'honda main relay'

Smacking the dash even helps if you don't hear the fuel pump cycle while
you're waiting for the dash 'lamp test' (see your owner's manual if
    you've never done that one).
