2001 Civic: SRS light inconsistent

The SRS light on my dash comes on and turns off at various intervals as I
drive. I tried the two-wire reset trick, but that did not work. It seems to
turn on/off whenever I accelerate or decelerate quickly. Any clues?
Wiring, or sensors a little loose?

    Thanks,

What's in the passenger seat when this is happening?

I started with a heavy bag on the seat, but I removed it after I reset the
SRS light. I placed it on the floor in front of the seat. Same problem.

If the SRS light you speak about is the red one.
    Then have your alternator checked.
High system voltage (over 15v.) can cause the SRS (red) indicator to come on
    and not store a code.

    I think you got it!
I thought the voltage may be too low, so I measured it and was puzzled why
    it was 16v. Thanks!
