Some times when I start my car the air bag light will come on (like
10% of the time I start the car) but most of the time it does not. I
found that if I shut the engine off wait a few seconds and start the
engine again, I get no indicator light. Is there any way for me to
fix this correctly or is this only a dealer fix? Can my independent
shop also fix it or best for the dealer?

When you say "come on" do you mean the SRS light comes on for about 15
seconds, or that it lights up and stays lit while you drive across
town? Former is the expected behavior, latter is not.

Have you had any incredibly hard braking event? Actually, the g
forces would have to be pretty stout, enough so that your belts would
    probably also be complaining.

It could be a number of things, like loose connector, iffy black box,
iffy ignitor (hmm, rather it didn't work rather than suddenly "work")
    or maybe a sensor.

Approximately 75,000 years ago, the supervolcano Toba
erupted, In 24 hours, it ejected enough material to fill
the area inside the DC Beltway over a kilometer deep.
    Good idea, bad timing,

I have recently started seeing the same thing in my '04 - I don't shut
down and restart, but the next time I start, that indicator will not be
lit. If I find anything out, I'll post here.
