The government does not mandate cost cutting which results in rattles.
Obviously another right wing conspiracy anti-government nut.

  2. The government does mandate safety, economy and environmental measures.
The use of hard plastics figures into the economy and environmental
requirements, and it is those hard plastics that cause the rattles. Now,
I don't condone the use of hard plastics, but to me, interior rattles are
a petty issue compared to mechanical problems.

For your information, fool, I am neither right wing nor left wing. I am
neither pro- nor anti-government. I don't pledge allegiance to any
    political side.

It's mostly economy (which IS partly driven by legislation/regulation). All
mid/low priced modern cars fall victim to this to some degree or other.

Whether the plastic is hard or soft is irrelevant to rattles. Vinyls are
normally backed by hard plastics or pressboard anyway.

What does matter is how stiff the structures are, how they're attached to
each other, and how they're kept from vibrating, especially how they're
kept from vibrating against each other. Cost cutting means flimsier, more
    rattle-prone interiors.

Interiors are a handy cost-cutting location for automakers, since they are
subject to few regulations, and are not subject to the weather or
    significant structural stresses.

I worked with Tier-2 suppliers for many years until very recently. I
personally saw how cheap they were making the interiors, and I was told
    exactly why this was so.
