94 accord ex lights flickering. Please help

    Hello.....my 94 accord ex headlights,dash lights and all lights actually ate flickering...iy has a new battery, alternator, headlights,breaklights, and is still flickering??I took it radio and ran new ground wire and it's still doing it?when at a red light the car seems to power up and down in sequence with the flickering,,,and wants to die. Other than that it runs really well...please help me out?????

    Use a multimeter to check if the headlights and brake lights are getting enough voltage.
