The heater valve in the hose does not close all the way once heater is used.
it will close the rest of way if I move lever with my finger, & very little
pressure is needed. Does the valve have an internal spring that is supposed
    to close it?

  2. Heater control valves are notorious for that sort of thing. The valve gets
stubborn, and sometimes silicone spray on the pivot helps, but it normally
gets worse pretty quickly. Dunno about the Civic, but it seems they are
never in a convenient location to replace them either.

might need to re-position the cable housing in the valve clamp. have an
assistant open and close the valve while you observe the travel. adjust
    accordingly.
