98 Civic chirping rear brakes

    When I release the brake pedal on my 98 Civic, there is a chirping noise
    coming from the rear of the car. The same noise appears when I lift the
    handbrake up and down.

    My guess is that either the rear brakes or the handbrake cable needs
    lubrication.

    Fyi, I have 88,000 kms and am on the original rear brakes.

    Any thoughts?

    Most likely your rear brake shoes are badly worn and need to be replaced.
    I ran into the same thing on my 1991 Civic.
    This is not a hard repair, but you will find a repair manaul helpfull.
    The most common, and least expensive, is the Haynes #42023 which will cover
    1984~1991 Civics. There are better and more expensive manuals.

    Leading brake shoes are rubbing noisily on the backplate. Probably a
    combination of rust and dust. Simple cleaning and lubing is the likely
    cure.

    Gives you a chance to assess remaining lining life while you're down there.
