I have to repalce my compressor on a 94 civic 1.5L and the shop manual does
not appear to give the high and low pressures - it jsut refers to max 19 oz
of r134. What should my guages read when properly vacuumed and and
    refilled?

depends on ambient temperature, it's different everywhere. and did
you get it down to a 400 micron vaccuum?

It depends on ambient temperature and blower speed...

It depends on ambient temperature and humidity, these things aren't
    set in stone!

Humidity has nothing to do with system pressures...

I ended up taking the car to the gas station to have the a/c fixed - I
didn't have the time to work on it - too many late night at the office.
They said I was right, the compressor clutch failed, but the system did have
pressure. They swapped in the unit I bought from the junk year that has a 1
    year warrantty on it.

The problem with the horn was a corroded wire between the relay and the
    horn.

I am not about to enter into a thermodynamic argument, but the factory
service manual has graphs showing system pressures as dependent on both
temperature and relative humidity. So, to the OP, go to
http://www.helminc.com and get the factory manual. It will have the
    answer!
