Accord Immobilizer problem

My 99 Accord 4cyl is not starting because immobilizer refuses to
accept both keys. The car was towed to Honda service, who are saying
that this is due to a bad battery, test says that it cranks at 420
    amps cold, should be 640.
Service guy told me that there is a TSB for this: bad battery can
cause starter to crank ok, but messes up immobilizer. Anyone heard of
    this?

I've seen a similar tSB but I think it was for Odyssey. If the car is a
'99, it's not unreasonable to replace the battery anyhow. If it starts
perfectly when boosted by a non-running car, then they are probably
correct. Read through the many TSB's about immobilizer systems, some
filed under 'other' and 'Miscellaneous' here:

The battery is only a few months old.

I would really like to see this one:
    TSB #05162005 -- ENGINE-CRANKS WON'T START, IMMOBILIZER LIGHT FLASHES.
    *SC (NHTSA ID #10016295, MAY 16 2005)
