adjusting handbrake

    is it possible to adjust the handbrake on a 98 civic myself or do I need to
    have the rear wheels removed to do it?

    It depends how far out of adjustment it is. There should be a nut on a long
    threaded bolt at the at the base of the brake lever that can be used for
    relatively small adjustments. If there is not enough adjustment there, then
    you will have to pull the rear wheels and do it there.

    Yes. However, if you have drum brakes in the rear, a loose parking brake is
    usually a sign that the rear brakes need to be adjusted.
