I just visited the nhtsa.gov website and found the following information
related to the 1999 Accord--I should note that I own a 1999 Accord EX

It states that there are two Technical Service Bulletins

    Service Bulletin Number 98084
Component: Power Train: Clutch Assembly: Pedal/Linkage
    Summary: Clutch Pedal Noise

    Service Bulletin Number 04011
Component: Engine and Engine Cooling: Engine
Summary: Product Update: Throttle Body Air Bleed Screw.

On my next visit to the local Honda shop, I'm going to ask the service
manager about these issues in relation to my car--I advise you to do the
same. If there are any Honda Shop employees that have advice for us,
    please post the advice.

You can check any Honda vehicle's TSBs at this web site:
    nhtsa.gov

Keep in mind that these were Service Bulletins, not recalls. Any repairs
done today on vehicles out of warranty you will pay for. None are safety
related. The throttle body airscrew update was only to certain VIN #'s and
did not apply to all 99 models. The worst problem there is some periodic
    ("under certain conditions") poor emissions.
For your clutch pedal, it was an update for a noise, not a failure. If you
have had no problem for the past 6 plus years with your master or slave
cylinder, there is not much you can hold Honda responsible for, but you
should certainly ask your dealer if your vehicle was affected by these
updates. It wouldn't hurt to ask for assistance, especially if you have had
your vehicle maintained by your dealer. A little of the info on these
    updates appear below.

SYMPTOM A squeak or groan when you press the clutch pedal. The pedal may
also feel notchy as it travels. This noise usually happens in warm weather.

PROBABLE CAUSE The walls of the nylon clutch master cylinder are rough,
causing excessive friction on the piston.

CORRECTIVE ACTION Replace the clutch hydraulic system (clutch master
cylinder, slave cylinder, damper tube, and related

    parts).

PARTS INFORMATION When this service bulletin was first issued, the parts
were available as a kit. The kit had an aluminum bodied clutch master
cylinder, a slave cylinder, a damper tube, and related parts. Later, these
kits were discontinued and the kit parts made separately available. The
replacement parts currently in stock are for the aluminum-bodied system only
    and are not

    compatible with the original system.
    BACKGROUND

During some driving conditions, the vehicle may emit a level of emissions
that exceeds state and federal emissions standards.

    CUSTOMER NOTIFICATION

All owners of affected vehicles will be sent a notification of this
campaign. An example of the customer notification is at the end of this
service bulletin. Before beginning work on a vehicle, verify its eligibility
by checking at least one of these items:

.. The customer has a notification letter.

.. The vehicle is shown on your campaign

    responsibility report.

.. The vehicle is shown as eligible on an iN VIN status

    inquiry.

If you have had problems in those areas, asking the service manager
about the TSBs may be a good idea. Expect to have to pay for service if
any work has to be done; In most cases, work described in the TSBs is
only free if it is otherwise covered under the regular warranty.

Thanks for the information. It was helpful. I have not received any
letters from Honda so it's my guess that my Honda is not effected.
Regardless, I will ask the service person to run my VIN numbers just in
case. My Honda was built and put together in Japan and as a result--I have
noticed that it has been included in any of the issues and recalls related
to identical Accords built in America. I don't know why this it true--do
    you?
