Check eng light with O2 Code

    I downloaded a code 1 from my 95 civic now that it runs. I had a 41 code as
    well but it cleared. The 1 is a hard fail and comes on as soon as the car is
    started (doesn't wait till the O2 warms up) I changed the O2 but no help. Also
    shot the pin B and it's varying with temp and in range best I can tell (the
    meeter jums around a bit at this low of a voltage) also the old and new O2's
    read in range for the resistance check.

    My question is.... Will something else cause the #1 trouble code?

    I did reset the PC pulling the ECU/Backup fuses and disconnecting the battery
    but the light still stays on.
