When I release the brake pedal on my 98 Civic, there is a chirping noise
coming from the rear of the car. The same noise appears when I lift the
    handbrake up and down.

My guess is that either the rear brakes or the handbrake cable needs
    lubrication.

Fyi, I have 88,000 kms and am on the original rear brakes.

    Any thoughts?
    Thanks,

If you've been using your park brake regularly, per the manual, the
adjusters shouldn't be loose, but it sounds like yours are. You should
adjust the rear adjusters first, and the park brake's adjustment will
    usually take care of itself.

The problem is the shoes moving against the backing plate. Not an indication
of any wear, just a little rust. Remove the drums, pry the shoes out
SLIGHTLY. Add a LITTLE dab of grease to the contact points on the backing
plate. A slight adjustment to the brakes would be helpful also.
