Is there a simple and easy method of removing the grime that collects on the
inside walls of the coolant reservoir container?

Removing it is not very hard on my 1991 Honda Civic. Every few years when I do a
coolant flush I pull it out, take it to my kitchen sink, throw some cleansing
powder in there, then scrub with a discarded toothbrush. Rinse thoroughly.

Absent a bottle brush and a wet/dry vacuum?

I haven't attempted it on my 91 civic, but it looks easy.. It's even
easier in my 96 Civic.. thing just slides out... oddly enough so does the
power steering reservoir.. which you HAVE to do to get to the driver's
    side headlight bulb... aggravating.
