  2. Possible causes:
*The bolts holding the track assembly is loose.
*The track's grease is gone or solidified.
*The motor is about to go.
*The relay isn't supplying enough current.

Jump 12V to the motor will eliminate two probable causes.

  4. Yes. Most have a motor and a track.

No. The Passport tend to have tracks, travelers, cable and spool
and a motor. A very different system.
The more the merrier for detailed replies.

A little piece of plastic is known to break. There's a plastic piece at
the top of the track that feeds the cable, if it breaks the cable will
get caught causing it to spin off the motor, shredding the cable in
the process. Then the cable that this motor drives can tangle and
    crimp.

The motor usually works fine. The wire and tension are usually bad.
So...a 50 cent piece of plastic breaks, and messes everything else
up. So the cable and that plastic piece may be what you need
replacing. But I can't see how you can still roll down the window.

The regulator consist of the track, traveler, cable and spool as one
unit. Just remove the 2 bolts to the traveler on the window 3 bolts
from the track and 4 holding the mounting plate and motor and
remove. Remove the motor from the spool plate and put it on the
new regulator and reverse order to install. The whole job can take
about 1 1/2 hours to complete. Part should cost $99.81 + tax
MINUS the 2 1/2 hours labor ($175.00) the dealer wanted to
charge. Some dealers want $250 to replace the power regulator
    (no motor).

Unfortunately, that was a known design flaw in the 95 (1995), and
96 (1996) Honda Passport, Isuzu Rodeo as some believe.
