Yesterday I was leaving work and I got in the car and before starting
it, before I even put the key in the ignition I noticed that the fan
was on ..the A/C was off, just the fan was on going at the lowest
speed. I was very surprised that it could be on when, in my
experience, taking out the key should cut power to the radio (the
radio is being cut) and the rest of the controls... the battery was
drained so I jumped the car and left. when I got home I took the key
out and the A/C-fan system still had power... I made sure the fan
was off and I hoped that at least it wouldn't drain the battery
anymore...this morning it was dead. So I figured maybe there's a
broken switch or a flooded switch that does not cut that power off
anymore and also has a short so it drains the battery..that's all I
can guess with my very limited knowledge. Do you have any advice for
    me? Thank you.

The blower motor is powered through a relay. The coil of the relay is
energized whenever the ignition is on. The contacts of the relay supply
current to the blower motor directly from the battery (before the
ignition switch). So if this relay should be stuck in the "on" position
you could get a situation with the blower running when the ignition is
    off.

On the '94 Civic the blower relay is in the under-hood fuse/relay box.
There are three relays along the side of the box, and the middle one is
the blower motor relay. The one closest to the fat battery / alternator
wires is the rear window defogger relay, and the last one is the
radiator fan relay. If the Integra setup is similar (which I believe it
is), I would try putting the defogger relay in the blower motor relay
location and see if the problem goes away. If so, you are out some $25
    for a new relay.

Call your dealer with your VIN, and ask if there was supposed to be an
Ignition Switch replacement on your car....
