Fan Issues, car overheating at standstill.

My 93 Honda Accord overheats when it's at a standstill because of fan
    issues. Here's the symptoms:

With the a/c off, both fans are erroneously off, and when I'm at a
    standstill my car overheats.

But interestingly enough, when I run my a/c, both fans (radiator fan
and condenser fan) correctly turn on.

    Any suggestions?
