Do front struct tie bars that reach across from one struct tower to the
other in the engine compartment do any good? It is said that the bar will
stop frame give in fast turns.

The strut bar will make the car stiffer. A rear strut bar will
improve stiffness but will take away from usuable storage space.

Weather you feel a difference with the addition of the front strut bar is
going to depend on the car and the brand name of the bar. On my 98 DX Hatch
the Neuspeed front strut bars did make for a more responsive 'turn-in'.
However, the low profile tires and tighter suspension (shock/springs) made
more of a difference (but every little bit helps).

Unlike the front strut bars, the rear struts bar did have a noticeable impact
on the car's dynamic. Because of the rear strut, by car is now able to
oversteer around a turn when it used to be neutral.

If you run sticky tires at their limits, a strut bar will usually help reduce
camber gain, among other things. Get a bar that does not have a pivot bolt
where it attaches to the strut tops - those can parallelogram which is counter
    to what you need.
