Fuel Gauge Sticks on Highways

I've take this to the repair shop, but am looking
    for any ideas here:

If I travel on the highway, around 50-65 miles/hour,
the fuel gauge sticks at the same position it was on
startup - does not move, even if I am on the highway
for 1 hour, 2 hours, etc.

In stop and go traffic, it seems to work ok, and does
seem to reflect reality when I shut off the engine and
    restart.

Stopping on the highway and then moving on (without
shutting engine) does not un-stick the gauge.

    Any ideas?
    It is a 1999 Accord, V6.
