If it has not been done recently, start by replacing the
plugs and wires with OEM ones. If no change results, try all
    the tips at
    http://home.earthlink.net/~honda.lioness/id11.html. Do the
low cost ones first, then report back.

Do check the battery also, doing the five checks at
    http://home.earthlink.net/~honda.lioness/id13.html . Report
    back.

Here is a solution for bad gas mileage. It is called the HAFC.The
    Hydro-Assist Fuel Cell Technology
The system uses a combination of several technologies. First the HAFC
extracts a Hydrogen-Oxygen mixture from water, and then adds the
mixture to the fuel through the air intake, so there are no
modifications to the engine required. This added water-gas powerfully
enriches your fuel, giving you added mileage and power. The oxygen
increases the octane value of your fuel. You just "plug" the fuel cell
(oxygen-hydrogen producing system) into the existing air intake
    system.
