Heater only works on 4 & 5 on my 99 civic, aaaaaarrrrrhhhhh !!!!!!!

  1. any clues, is there an easy fix somewhere.

I presume that the fuse would cover all the fan speeds.

Sometimes just having the two fastest speeds can be a pain, I feel that
Hondas reputation for reliability should cover their heater blowers as
    much as anything else.

I have a 1966 volvo amazon and the two speeds on that fan, and
    everything else work just fine.

Please let me know if you have fixed this problem, don't keep it to
    yourself.

As you have surmised, there is only one fuse controlling the fan, so if it
works at all, the fuse is good.

Most cars with manual A/C have a resister pack that controls the fan speeds.
It is usually screwed into the air plenum behind the glove box. Usually its
an inexpensive part, When some of the resisters burn up, you get symptoms
    similar to what you described.

The other thing to check is the condition of the fan switch itself. It the
contacts start failing in the switch, it can also give the same symptoms.
