Honda Accord Flasher Module Keeps Clicking

The flasher module on my 1994 Honda Accord LX clicks continuously when
the ignition is on. The signal lights flash only when I engage the
turn signal or emergency flasher button (i.e. the lights work
properly). I have swapped flasher relays with a known good unit (from
    another Accord). Any ideas?

    Thanks, Jim

I have a similar problem with my 1991 Honda Civic. I also tried installing
another flasher relay, but it did not fix the constant clicking noise. All
turning lights still work properly. I do know that prior to this problem I
did have a significant accumulation of water in my tail light. I emptied
the water from the tail light. Two of my brake bulbs were submerged with
water. I have allowed water to drain through the tail light now and have
since replaced the brake bulbs. There were no signs of corrosion on the
blinker bulb or receptacle, and they appear to be working properly.

I started to hear this noise yesterday morning when I turned on my car. I
can't seem to figure out this problem. Please let me know if you have
    found a solution.
