How a timing belt job should cost for an Accord 4 cyl. 1999?

I was quoted 318$CAD+txs, which seems 100$ too much, unless there is a
serious complication. Is it really a 3-4 hours job for a trained person?

For an Accord, I'd say that's a good price. I paid $360 CDN to replace the
timing belt, water pump, seals and other belts on my '93 Accord a couple
years ago. This was at a private mechanic (Honda specialist), and it was
    about a 4 hour job.

Dealer in Ottawa quoted me ~ $725 for '97 Prelude - 4 hrs. labour.

    $92 timing belt
    $57 balancer belt
    $104 water pump
    $160 tensioner

    $312 labour

  4. My 1998 cost 415 US, and included the 105K service. The reason I was told it was so expensive it that the water pump is changed as well.
Really can't complain though; compared to my M-3, the maintenance costs are tiny. And even my VW Cabrio costs more, since the local dealership is a combined Bentley/BMW/Rover/VW, and I have the cheapest car they sell.
