2000 Honda CRV power steering pump making excessive vibration and
noise. Fluid level is up and foamy. When steering is turned all the
way right or left foamy fluid is released from reservoir. Any idea
    what is wrong here?

Thanks for any and all help.

Has non-OEM Honda power steering fluid been added at any
    time?

if there's air in the system, symptoms are exactly as described. like
when you change the timing belt, raise the power steering pump up out of
the engine bay and fluid runs out of the reservoir, then you later put
it all back together, top up the reservoir, and the still-trapped air
circulates as foaminess. or when you try to change the fluid by
releasing one of the hoses. or if you've had a fender bender and the
impacting metal cuts a small hole in the intake line so it can suck air.

the solution is to address one of the above problems, turn the motor
off, let things settle for an hour or so, then start and gently work the
    system again. repeat until purged.

    what work preceded this situation?
