i tried this bumper paint on my old accord that had this bad case of white
residue on the bumpers, it makes them look new and not fake looking. it
matched the car perfectly , problem is when u go to a brush carwash it gets
rubbed off sometimes, so i just started using 100% hand car washes. bought
the stuff at strauss discount auto.

Yes and yes. You need special primer and special paint for plastic
parts. See http://www.paintscratch.com/bumper.htm for instructions from
a company that sells automotive paint.
