PGM-FI light has been on, I counted 12 blinks from the box under the
drivers seat and the good folks on this newsgroup tell me that I have
a plugged CVC chamber inside the black control box mounted to the
    firewall.

As I peer into the engine compartment where would this control box
appear? Is this condition serviceable or does it require a replaced
    part?

Better yet, is there a fuse I can pull so the idiot lights don't come
on while I get emissions testing done? I just need to get by for one
    more year!

    regards,
    Jim

Follow a bundle of vacuum hose from the intake area to the passenger's side
of the fire wall. They will dump into the box. You can just clean the
chamber.... usually just compressed air will work, if not some carb cleaner
will (but it may make the plastic brittle).
