Problems with 98 Civic HX

    I have a 98 Civic HX 5 spd. with the 1590cc 1.6L SOHC (VTEC-E) MFI
    with 43k miles. Here goes: Problem #1 is TSB # 99-068 (Surge at
    Highway Speeds).. When cruising at 2000-3000 rpm the car will have a
    hard time maintaining a constant speed. When I push the throttle down
    I get no response (I actually lose speed) until I reach a certain
    point in the throttle position then the car will surge with power and
    gain speed. Problem #2 is that when the car is warm I come to a stop
    and the car Idles very low (400-500 rpm) and seems to want to die, if
    the AC is on then it idles fine. Problem #3 TSB # 99-069 (Engine -
    Cold Idle Fluctuation) after starting the car it will idle high (2000
    rpm) if I put it in reverse. After the car warms up it is fine, until
    I drive it for a while then I'm back to problem #2. Problem #4 is that
    the car will start hard when it is cold it will crank over more than
    normal before starting. All the problems I have listed happen
    sometimes not all the time problem #1 and #2 are the ones that happen
    quite frequently. Any help on this would be great I hate to bring the
    car to the dealer because they all suck around here. The other forums
    have been no help. Thanks in advance.
