I have a 1998 Honda Civic EX Sedan with 206,700 miles,

I've never replaced the fuel filter, but there are no signs of rust o
    hinderance in the fuel department.

Is is ok to replace just for routine maintenance

no. civic fuel filters are good for many more hundreds of thousands of
miles on standard pump gas. unless you have a starvation problem, leave
    it alone.
