Is it posible to change the timing belt in a 1990 Civic without pulling
    the crank pully?
Can the belt tensioner be removed to give enough slack to get the old
    belt off
    and a new one on?

    Thank You

on the honda, unfortunately, no. the plastic timing belt cover prevents
that and the pulley has to be removed to get it off. go to tegger.com
for details of pulley wheel holders you need to do the job.
