I have a 1999 Honda Civic EX. What I have currently are studded tires.
I want to change the tires to all weather tires. Can someone please
help me with 1) are all weather tires the most optimal (I need to drive
in snow), 2) what manufacturers should i be looking at, 3) Any other
thing I should keep in mind. I have approx 50K miles currently.

    Thanks,
    GPN

No. All weather tires are a compromise. Your best tires will always be
tires specific to the application. WInter tires in winter and "summer" tire
    in summer.
A lot of that is personal choice. There are a number of "highly rated"
tires by different manufacturers. See http://www.tirerack.com to see what
fits your vehicle followed by reviews from previous customers.
Mileage of the vehicle shouldn't have any bearing.
